## Methodology

Every row is a verbatim sentence read from the named source's own page through our fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2). 18 of the 28 named sources that could be read published a usable figure; 10 published none and are recorded as not published, never filled in; 7 could not be read (blocked, dead or unreachable) and count nowhere. The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in GBP (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 143 candidate sentence(s) were refused by a reviewer with the reason recorded. The fuller derivation this dataset is chartered to grow into (not yet what the figures above are; they are each source's own published figure as read): one row per highway authority: the licence fee, the period it buys, the extension fee, whether the fee steps by the scaffold's linear length, any deposit, inspection charge or compulsory site meeting, the notice period, and the date the fee took effect. Derived across them, which nobody has ever joined: the median and range of a first-period fee across GB, the cheapest and dearest authority, the share of authorities that step by length versus a flat fee, what a licence really costs for a standard six-to-eight week domestic hire once extensions are counted, and the changed-since when the fee year turns on 1 April - which is the release nobody else publishes.
