Methodology
Every row is a verbatim sentence read from the named source's own page through our fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).
10 of the 22 named sources that could be read published a usable figure; 12 published none and are recorded as not published, never filled in; 3 could not be read (blocked, dead or unreachable) and count nowhere.
The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in GBP (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 71 candidate sentence(s) were refused by a reviewer with the reason recorded.
The fuller derivation this dataset is chartered to grow into (not yet what the figures above are; they are each source's own published figure as read): one row per highway authority: the non-refundable application or assessment fee, what it buys (a site visit, a quote, an assessment only), any fast-track supplement, and the authority's own estimate of the construction cost - quoted verbatim from that authority's page with its effective date.
Nobody publishes this table, and the harvest shows why it is worth building: the fees read on a single day ran from GBP79 (East Dunbartonshire) to GBP568 (Devon, from 1 April 2026) - a seven-fold spread on the same statutory permission - and MORE THAN HALF the authority pages read carry no number at all, including Birmingham's page whose own title is 'How much will it cost?'.
So the dataset's second figure is the share of highway authorities that publish their fee, measured rather than asserted.
The planning half is one national rule (more than five square metres of impermeable surfacing needs permission; any size of permeable surfacing does not), which every council restates, so the row records WHICH councils restate it and which add a local SuDS requirement on top
71 candidate sentences on these pages were refused by a reviewer; each refusal and its reason is recorded in the review ledger.
